Title: As ações do Conselho Municipal dos Direitos da Criança e do Adolescente no município de Rio Branco/AC no período 2020-2021.

Abstract: The dissertation addresses the actions of the municipal council on the rights of children and adolescents in the municipality of Rio Branco/AC in the period 2020-2021. For this, the research problem questions how the municipal council of rights of the municipality of Rio Branco/AC executed the actions of planning, control and intersectoral deliberation of public policies for the guarantee of the fundamental rights of children and adolescents in the period 2020-2021. The initial hypothesis indicates that the actions of planning, control, and intersectoral deliberation of public policies for the guarantee of the fundamental rights of children and adolescents in the period 2020- 2021 were harmed by the effects of the pandemic, with the Municipal Council for the Rights of Children and Adolescents in Rio Branco/AC not having an updated Municipal Ten-Year Plan for Human Rights of Children and Adolescents and local diagnosis, in addition to the lack of planning of intersectoral training actions, pactuation of referral flows, and absence of regular meetings of the collegiate Council of Rights. Factors that have undermined the protection and guarantee of the rights of children and adolescents in the city. The general objective is to analyze the execution of the actions of planning, control and deliberation of public policies for children and adolescents in the exercise of the attributions of the Councils of Rights of the Child and Adolescent in the municipality of Rio Branco/AC in the period 2020-2021. The specific objectives comprise the description of the institutional attributions of the Municipal Councils of the Rights of Children and Adolescents based on the theory of integral protection; to analyze the context of children and adolescents in the municipality of Rio Branco in the period 2020-2021 and to study the actions carried out by the CMDCA of Rio Branco/AC in the period 2020-2021 according to the criteria of planning, deliberation and control of public policies for children and adolescents. As main results, it is verified the absence of regulation of municipal legislation, especially regarding municipal decrees and resolutions issued by the CMDCA. The absence of a proactive role, the need to strengthen the agency, the absence of data suitable for the construction of indicators, and the deepening of intersectoral articulation practices are factors that hinder the realization of fundamental rights. On the other hand, the monitoring and inspection actions of governmental and non-governmental entities were hampered by the lack of means capable of verifying the quality of the services provided to children and adolescents. Finally, it was verified that the city implemented only the socio educational care plan and the plan of action and execution of the fund for childhood and adolescence, lacking implementation of the other plans. The research is linked to the research line on Public Policies for Social Inclusion of the Postgraduate Program in Law of the University of Santa Cruz do Sul (UNISC), as well as to the Study Group on Human Rights of Children, Adolescents and Youth (GRUPECA) and the Research Project on Public Policies for the Prevention and Eradication of Child Labor. The approach method is deductive and the procedure method monographic, with bibliographic and documental research techniques.
