Title: Relativização dos direitos sociais na perspectiva das crises econômicas.

Abstract: Economic crises place individuals in a situation of vulnerability that makes it difficult to access decent income and access to goods and services that provide human subsistence. The function of social rights in these crisis scenarios is highlighted, given that such community prerogatives provide access to health, education, social security, work, among others exposed in art. 6 of the Federal Constitution. However, given the country's economic conditions, many of these rights have become questionable in order to guarantee their protection and balance economic systems. To this end, the problem that was sought to be answered throughout the research is how can social rights be used in order to safeguard and balance economic systems? Thus, the study was carried out in three chapters, in the first chapter exposed the Social Rights: from the emergence to Brazilian constitutionalism, after, together with the second chapter, the Expressions of Social Rights in Public Policies and in its third chapter, the Effectiveness of Social Rights: balance society in contexts of economic crisis. The research is linked to the Graduate Program in Law at the University of Santa Cruz do Sul - UNISC, and used the theoretical-bibliographic research method, with the systematic analysis of scientific documents in libraries such as the Scientific Library Online ( Scielo), the Brazilian Digital Library of Theses and Dissertations (BDTD), ScienceDirect and Google Scholar, in addition to the use of books, guided by Professor Dr. Clovis Gorczevski. In the end, it was concluded that it is important to think about the realization of social rights with an emphasis on the protection of human dignity, participatory democracy and public policies, as instruments to combat individualism and the disparities caused by capitalism along with scenarios of economic crises.​
