Breve resumo:
This article analyses the cooperation between the hotel companies and government institutions in the municipality of Inhambane, aiming to potentiate hotel practices in the context of corporate social responsibility and public policies tending to the concomitance between the tourism development and social development. Methodologically, the research follows a constructivist paradigm, presenting a qualitative character. In this context, three hotel directors, the Inhambane Hotel and Tourism Association, the Inhambane Higher School for Hotel and Tourism and, also, nine government institutions are interviewed. The dimensions analysed are recommended by Midgley (2014) for the social development praxis: human capital development, social capital development, job creation, contribution to microenterprises, asset creation, social protection and social planning. It is observed that hotel practices carry a tinge of labour precariousness, little assumption of corporate social responsibility, lack of cooperation with local government institutions, erroneous environmental postures and little commitment to improve municipal welfare infrastructures. It is concluded that there is an urgent need to normalize the institutional relations between hotel companies and government entities, as well as to institute community consultation forums that allow an effective participation of the host population in the local tourism development planning.​
